Download PCBA Position Statement Regarding School Impact Fees The Polk County Builders Association (PCBA) supports a fair and reasonable school impact fee that meets 100% of our local obligation to pay for additional facilities needed to accommodate new growth. However, we oppose paying an impact fee for the class size amendment required capital facilities. These costs are the sole responsibility of the state and not of local school districts as stated in
Article IX, Section 1, of the Florida Constitution, and amended by the voters of Florida in November, 2002.
